Approve Minutes: Approved minutes from August 20th. Mark moved; Susan seconded.
Sheriff Cashell: Sheriff presented on new DUI processing system:
It is not the case that he does not want DUI's in his jail
He wants to
a) Increase time staff spends with inmates
b) Decrease inmates
Taxpayers do not want to pay for jail, this is only option currently
Does not feel jail time has an effect on DUI recidivism
Majority of DUI's are already cited and released and/or post bond
Offenders can stay in detention center if no one is available to pick them up
Q: Susan Wordal asked if there is any way to monitor center
A: There is an active video system but it threatens case if subpoenaed
System will be running in the spring; it will not increase the capacity, but it will bring current system up to speed
Will be able to process in Belgrade and Bozeman (PBT equipment property of MT, not Gallatin County)
Todd Whipple emphasized severity of DUI's- Travis Munter misspoke in saying Cashell did not want DUI's in his center
Q: Bob Larson asked if this will expedite process
A: Highway patrolman said it will cut out about 30 minutes. State mandates (like .08 law) that are not funded have strained system, this is best solution for now
Jenna: Response to Cashell's Presentation:
Attempting to find documentation of all the recent DUI law changes
Should we invite more speakers on Cashell's plan?
Highway patrolman stated that this is the first he's heard of plan
Invite David Bennett-- even to sit and listen
Judges? Whipple expressed concerns about impropriety
Cannot contest, already in budget. Can raise community awareness though so taxpayers will support a new jail
Autumn Activities:
Midnight Mania: Oct 10th. Show goggles. Need 1-2 volunteers. Bob Larson will head this up.
DUI stats project: Main challenge is documenting events at detention center, but they are very backed up right now in providing stats to David Bennett
Whipple recommended that Jenna track efficacy of WATCH program and what happens to offenders when they complete it, contact Bernie Driscoll at Probation.

Finances:
Budget will have to be amended
Spent little so in good shape
Still waiting on check, must live frugally until January
Can still do some holiday overtime patrols
SKSC- unexpectedly took unspent grant money back

Have 3 copies of On the Edge documenting Kelly Morgan's death
Banners lent to Rockin' the Rivers MIA-time for legal action from Kate Dinwiddie
Next meeting make vice-chair appointment
